In my opinion, managers should stay out of the architecture, review, etc. unless they are also in the code every day like the devs.

I have yet to see a project go well when a manager was driving reviews or decisions even if they were a really talented dev before they became a manager.

Actually being in the code and involved with the project makes a huge difference in making the right decisions.
